At Innovate360, we believe in data-driven solutions that drive sustainable economic recovery and resilience. Our collaboration with UNIDO, the Ministry of National Economy, and Private Sector Institutions was a landmark initiative aimed at revitalizing Gaza’s industrial sector, which had been severely impacted by years of blockade, political fragmentation, and multiple rounds of military conflict.
From mid-2017 to early 2018, Ranan Al-Muthaffar led an extensive assessment to map the realities, barriers, and opportunities facing Gaza’s industrial enterprises. The study was designed to provide a baseline for future interventions, ensuring that policies and programs effectively target key economic bottlenecks and enhance industrial resilience.
Methodology & Approach
The assessment was built on comprehensive data collection and stakeholder engagement, including:
- 136 enterprise-level surveys spanning 13 industrial sectors, from textiles and construction to renewable energy and manufacturing.
- Key Informant Interviews (KIIs) and multi-stakeholder consultations with business owners, industry leaders, and policymakers to gather qualitative insights.
- Workshops and strategic discussions with institutions such as the Palestinian Federation of Industries, Chambers of Commerce, and leading universities to validate findings and align recommendations with national economic priorities.
Key Findings & Impact
The assessment revealed critical challenges facing Gaza’s industrial sector, including:
- High unemployment & economic stagnation – Gaza’s GDP losses since 2007 exceeded 50%, exacerbating poverty levels.
- Market access barriers – Trade restrictions and unpredictable border closures disrupted supply chains and exports.
- Infrastructure & energy shortages – Inconsistent electricity supply and restrictions on dual-use materials hindered industrial growth.
- Lack of financing & investment – Limited access to capital-constrained business recovery and expansion efforts.
A Roadmap for Recovery
The report served as a foundational resource for designing evidence-based interventions that support:
- Trade and market access strategies to reconnect businesses with regional and international markets.
- Industrial rehabilitation and investment initiatives to rebuild and modernize Gaza’s production capacity.
- Workforce development programs to enhance local expertise and bridge skill gaps.
Comprehensive Scope: What the Report Covers
The report provides a sector-wide analysis with detailed annexes covering:
- Industrial Sector Survey Findings – Data on business operations, workforce, production capacity, and export potential.
- Economic Indicators & Trends – Key metrics on employment, GDP impact, and industrial performance.
- Damage & Reconstruction Assessment – Evaluation of war-related destruction, investment needs, and barriers to rebuilding.
- Stakeholder Analysis – Mapping of key actors, their roles, and engagement in industrial policy and private sector development.
- Strategic Recommendations – Policy actions, financing mechanisms, and infrastructure development proposals to strengthen Gaza’s industrial base.
